This year, voters will decide whether or not to instate a first-in-the-nation fee on carbon emissions in the state. We invited groups for and against the ballot measure to talk about why they support and oppose I-1631.

Bill Radke hosts a debate about a carbon emissions fee between Becky Kelley, president of the Washington Environmental Council, from “Yes on I-1631,” and Dana Bieber, campaign spokesperson for “No on I-1631.”
The ballot initiative I-1631 would impose a $15-per-ton fee (opponents call it a tax) on certain carbon emissions beginning in 2020. We talk with the "Yes" and "No" campaigns about why they support and oppose the measure.
We also talk to KUOW's John Ryan about how the fee would work and who's funding both sides of the initiative.
