Seattle is considering moving to a congestion pricing model; it would be the first North American city to do so. Former mayor of London Ken Livingstone introduced and implemented the congestion charge there in 2003. Gabe Klein has studied the fee as former Commissioner of Transportation in Chicago and Washington, DC. And David Gutman is transportation reporter at the Seattle Times’ Traffic Lab project.
